Add interactive domain setup script #13

This script walks the user through:

Creation of a custom domain or usage an existing domain
Ensuring a managed zone exist
Verification of domain and creation of the TXT record

Some questions I have:

Does it make sense to include other steps in this script (e.g. Setup Identity Platform and/or Setup Firestore rules)? I can't really do much from the command line except maybe provide more precise URLs that include the domain/project id
What do you guys think about automatically filling in PROJECT_ID/DOMAIN values in env.mk? I don't see any reason why we can't create the file for them and fill these values in if they're still default values
