Add R tutorial notebooks #449

Adding three tutorials to show how to use R on GCP using the AI Notebook Instances:

  1. Exploratory data analysis with R and BigQuery
  2. Training and serving TensorFlow models using R interface and AI Platform
  3. Training CARET models using AI Platform Training with Custom Containers, and serving the trained model using Cloud Run
