Major changes

breaking change causing Library() method gone, and library.go is no longer invoked
- the rego code in library.go is rewritten into golang, and they are in matcher.go in tftarget and gcptarget folder
rego add lib syntax change
go get github.com/open-policy-agent/frameworks/constraint@3462b1a
- go.mod tuning to a state that it can build
