Update Dependabot to catch vulnerabilities in Dockerfile base images. #394

Based on https://github.com/GoogleCloudPlatform/container-engine-accelerators/pull/330. The former pull request could not be merged due to lack of signed commits. The Dependabot changes are the exact same.
