Epidemiology.csv contains invalid data rows - data validation needed #493

The index CH_GE has 7250 invalid rows covering years 2000-2019 and the index TH has a row for the date 2019-12-31 with data also not quite meaningful.

As suggested in #186 and other issues, this repository would benefit from data validation.
