This pull request adds Terraform support for deploying Cloud Monitoring dashboards. The included dashboard definition file is for the 'Retail Pipeline' dashboard, but this Terraform code can be applied to any dashboard definition for any GCP project.
The new subfolder 'monitoring' has a 'dashboard' folder which is used for storing dashboard definition files. Subsequently, other monitoring artefacts such alerting policies can be located in another subfolder in 'monitoring'.
