Active tasks and surveys that are clicked on but not started show up with the "Resume" label. It seems like these should still say "Start" until there is actually some intermediate data saved in them. Nishit please verify the behavior in Android and post a comment here.
@jkrogers18 it is technically possible that an activity consists of just instruction steps with content that the participant must read through, or instructions to carry out an exercise offline. Daily guided meditation reminders for example (MHC has a similar use case). No data is captured per se with such activities but the activity is considered started when the user visits it and completed after they have gone through all the steps and submitted the activity in the app.
Checked in Android platform, same behaviour as iOS i.e when mobile app user tries to exit out of the activities without starting the tasks or surveys, label is changed from 'Start' to 'Resume'.
