Using GoReleaser to automate releases

@sethvargo could you please add the required GitHub actions secret if you are ok with this PR?

I can't - this is what I was hinting at in https://github.com/GoogleCloudPlatform/gcr-cleaner/issues/52. This project is in a Google-managed organization which has strict org policies. I cannot export JSON service account keys and I cannot (currently) use Workload Identity Federation. This is why I haven't gone down this path yet - still waiting for internal approvals.
