Allow use of system certificates

Support the use of system configured certificates
boto has the option to use system configured certificates by using the "system" keyword in boto.cfg. We need to respect this configuration option. Not accounting for this may lead to SSL verification issues on systems that use this setting.

I have not, but I did functional testing of gsutil after applying basically the same patch in gsutil (util.py)
