Update release on PyPi #25

It looks like the PyPi release of this package (https://pypi.python.org/pypi/gcs-oauth2-boto-plugin/1.8) is behind master here. Can a release be made on PyPi to fix the oauth2client issues that were fixed by this commit https://github.com/GoogleCloudPlatform/gcs-oauth2-boto-plugin/commit/6492539fc8eef91ca815e1710fffb1600756530e?
