In this PR:

Fine-grained access for s3 (through "paths" variable")
Redshift human access (via new item format)
Fix scope of policies used for redshift (policies were not properly session scoped)
CheckConfig implementation in AWS adapter

Nevermind. Just noticed I missed a couple of comments. Working on one more update.

@chaopeng Okay. Should be good now. In addition to your comments, I also noticed that we'd accidentally renamed a protobuf import in one of the files again, so I undid that change.
