Update the inspec.yml structure to put `inputs` as the last dataset

For readability and sytle consistancy, please always have the input.yml in the following structure:

header data
  - title, version, summary, etc
profile_version: { should align to the benchmark release version }
inspec_version : minimum required version of inspec or latest
supports:
depends:
inputs:
