refactor: direct DataformRepository #2312

Turn on the direct DataformRepository ctrl. This is still an alpha resource. Next PRs will change the API.

GitHub Actions had a whoopsie yesterday. Can you rebase and force-push, that seems to work for getting the tests unstuck?
