The AlloyDB samples/regular-cluster is very flaky

Describe the feature or resource

This test is very flakey and blocks the eng efficiency since the presubmit sample test takes a long time to run. We shall deflake the AlloyDB samples/regular-cluster test or disable it from the presubmit check (until we move the resource to the direct approach).
