We will start using Config Controller for management cluster. User doesn't need to manually manage and upgrade their Config Connector any more, as it is managed automatically by Upgrade Config Controller.
It will significantly improve the deployment process and reduce management cost. I will create a PR for documentation update, since it changes the deployment steps.
