Update depencies to address critical CVEs #257

Note: all of these are devDependencies/tests except possibly ejs in builder/steps/gen-dockerfile

I looked at the release changes https://github.com/mde/ejs/blob/main/CHANGELOG.md and the major version change deprecates node 4 and 6. Not sure if big deal or not.
