This adds GCP client auth extension config and the OTLP HTTP exporter to send traces to both Google Cloud Trace and OTLP endpoints.

This PR will not currently work until https://github.com/open-telemetry/opentelemetry-collector-releases/pull/577 merges and we update our manifests to that version of the upstream collector-contrib image. I pushed a custom image to our project's registry and added the option for a custom image to cloudbuild-deploy
