Adds a console and gcloud example policies

Adds a console and gcloud example policies that will:

• Add the agents package repo
• Install the agent if it's not already installed
• Update the agent to the latest version

I'm waiting for a GoogleCloudPlatform member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Once the patch is verified, the new status will be reflected by the ok-to-test label.
