chore: Remove KFP presubmit kubeflow-pipeline-e2e-test test prow config

As part of the migration from Prow to GH Action Workflows for KFP, we have a PR proposed to migrate presubmit e2e tests to a GHA: https://github.com/kubeflow/pipelines/pull/10887

This PR removes presubmit e2e tests from the prow config in parallel.
