Add a prowjob for gke-networking-api.

GKE Networking CRDs were moved to a new repo GoogleCloudPlatform/gke-networking-api from kubernetes/cloud-provider-gcp.

This CL adds a prowjob to run the verification script for the gke-networking-api repo.
