Add bootstrap project requirements / project service enablements / readme / sh scripting / super admin roles - in prep of running 0-bootstrap

Requirements

The bootstrap of the bootstrap. When running the 0-bootstrap module of the LZ - the project used to run the module that deploys the seed and cicd projects needs to be configured with service enablements as well as roles on the super admin.

Instructions/script should be added either on the root readme or 0-bootstrap

• The roles/securitycenter.admin role.

  # example: 
  gcloud organizations add-iam-policy-binding ${ORG_ID}  --member=user:$SUPER_ADMIN_EMAIL --role=roles/securitycenter.admin --quiet > /dev/null 1>&1

  1. Enable the following additional services on your current bootstrap project:

     gcloud services enable cloudresourcemanager.googleapis.com
     gcloud services enable cloudbilling.googleapis.com
     gcloud services enable iam.googleapis.com
     gcloud services enable cloudkms.googleapis.com
     gcloud services enable servicenetworking.googleapis.com
