See the CFF Cloud Foundation Fabric repo. This CFF repo looks to be aligned well with public sector requirements. We will investigate a pivot from TEF to CFF after the release of pbmm-TEF mid june. https://github.com/GoogleCloudPlatform/cloud-foundation-fabric/blob/master/fast/README.md
