refactor: Spanner, spring cloud trace, structured logging #226

Replacing Mysql with Spanner, does not include db secrets config, which was split into separate story

@Mukamik I think we can close this branch since we have the jss branch with the Spanner changes. We might have to test and add the Tracing/Log changes from here to jss branch
