revert(configs): revert 0.12.0 --gmp.storage.delete-data-on-start flag #1050

Reverts https://github.com/GoogleCloudPlatform/prometheus-engine/pull/1027 (the flag part) to reduce the backporting risk. This flag (which fixes https://github.com/GoogleCloudPlatform/prometheus-engine/issues/459) will be added in 0.13.
