feat: set rule-evaluator options using config #1105

Pre-req: https://github.com/GoogleCloudPlatform/prometheus-engine/pull/1129

Uses the new config settings instead of CLI flags for rule-evaluator, and makes Deployment UPDATE permissions optional.
