revert(configs): revert of max-throughput feature

This reverts commit 15c6f72, due to regression on GKE autopilot (b/357897990).

We don't have time to fix it now in main, so putting this on-hold for now to unblock security hardening work.

Same as https://github.com/GoogleCloudPlatform/prometheus-engine/pull/1103 just for main.
