Also (separate commit) downgraded Go version to 1.22.7 (due to https://github.com/golang/go/issues/68976)

NOTE: Alertmanager test is expected to fail as the reference image is not yet available.

Manually built images and deployed to GKE std, shown no issue (details in b/367885490).
