as a tenant, I would like to manage the essential contacts for the folder and project that I own so that I have full autonomy to manage this information

Essential Contacts CRDs are now an Alpha resource https://github.com/GoogleCloudPlatform/k8s-config-connector/blob/master/crds/essentialcontacts_v1alpha1_essentialcontactscontact.yaml .
