Update Release Please to v4 from v3 #749

Describe the bug The release please action has recently been updated to v4 from the current used v3.

This introduces some breaking changes that we will need to incorporate before updating.

I would propose we track this for now and target an update once the new v4 release chain has gone through a few revisions ie v4.1 or v4.2.
