Update Genomics Cromwell module to release 86 and Batch API backend #195

This PR updates Cromwell to latest version and to use Batch API instead of Life Sciences API. Please don't merge this PR yet as I am still waiting for GCP Batch: Mount with extra colon issue and multiple zones support #7240 PR in Cromwell to be merged as it resolves a bug that affects most pipelines
