As of v0.44 flux-framework supports an [alternative mechanism[(https://flux-framework.readthedocs.io/projects/flux-core/en/latest/man5/flux-config-resource.html) for defining cluster resources.
Evaluate the alternative. If it is preferable to the current mechanism, update the flux-gcp module and manager systemd services to use the alternative.
