Refactors badip provider to generate and verify the mark sraRemediated when the struct is initialized (function New).
Adds a new test in router_test to cover a BadIPSCC case.
Adds Hash (To be added as SecurityMark) and Name (Finding identifier) into CF createsnapshot Values
Updates BadIPSCC proto to consider name eventTime and securityMarks
