Removes old cli that created SCC Notifications #180

SCC Notifications is on beta and already has a gcloud command to create it. The PR #177 already updated the README, this pr only to delete the old cli code.

Thinking about deleting the whole clients/cscc folder, since it is only used for the local/cli/main.go. WDYT?
