Adding global vars feature with CLI to replace globally

This feature improves the global variables configuration. E.g. to replace PROJECT_ID or GCP_REGION, it only needs on command.

• Added sb vars command sets to replace variables with sb-var anchors
• Added usage docs
• Updated root readme

For the later PR: will add "apply-all" to re-apply all existing global vars.
