Terrafor-validator needs browser role in the env folders #73

Expected Behavior

Terraform-validator in step 4 is able to get IAM policies for the projects used in the plan

Actual Behavior

Terraform-validator fails with a permission denied erro fetching the project IAM policy

Steps to Reproduce the Problem

  1. run a plan in cloud build with terraform-validator in step 5
