Update to Terraform Provider Google 5+ #89

Hello! TGP 5 was released on Oct 2, 2023, are there any plans to start supporting TGP 5 in this module? Thank you.

I believe this is blocking me from using terraform-google-modules/terraform-example-foundation at stage 1 organization because its CAI monitoring module uses cloud functions which blocks me from upgrading to v5. I need to try v5 because <5 the Google terraform provider isn't using the v2 API for google_scc_*. The v1 API for google_scc_* has been removed.

This may be related to some of the < 5 constraints also seen in https://github.com/terraform-google-modules/terraform-example-foundation/issues/1131.

Thanks - TPG v5 support merged in https://github.com/GoogleCloudPlatform/terraform-google-cloud-functions/pull/117 and will be released in https://github.com/GoogleCloudPlatform/terraform-google-cloud-functions/pull/69
