Description

Add cloud shell demos for XGBoost Training + Prediction pipelines.

Updated README.md to include buttons pointing to the cloud shell tutorials
Added TUTORIAL_TRAINING.md for the training pipeline
Added TUTORIAL_PREDICTION.md for the prediction pipeline

Tested tutorial workflow + link from base README
