Add OpenCV based downsampling #78

Adds support for downsampling frames using OpenCV. Deprecates old bilinear downsampling code.

Supports all opencv downsampling algorithms (Bicubic, Bilinear, etc.)
Highly optimized
Addresses issue with half pixel alignment.
