Discontinue .Net #115

Because of a lacking future of .Net and total lack of contribution from the
community, I vote to officially freeze the .Net versions at 1.2.

Set the open issues to WontFix and done with it.

.Net, it was a pleasure meeting you, good luck & goodbye.

Don't agree with "lacking future of .Net" but the rest I agree with.

I'm interested in the .net branch but don't have a lot of time to commit to

The Piccolo2D.Java and Piccolo2D.Net toolkits are already out of sync, with the 
1.2.1
release.  I see no reason not to keep the .Net toolkit "active" as it were.  
There is
continued interest on the users mailing list.

I vote to mark this issue as WontFix.
