Editra 0.4.95 is missing the Launch 1.3 plugin #397

What steps will reproduce the problem?
1. Install Editra 0.4.95
2. Look for launch 1.3
3.

What is the expected output? What do you see instead?

There should be a Launch plugin v1.3 in the Editra/plugins folder in
site-packages but there isn't.

Fixed

Make sure that any existing MANIFEST is deleted before generating source 
packages to
ensure that the file list is regenerated.
