Encourage and respect melder_info.ini inside addon folders #2

Melder's library approach doesn't mesh well with manual user installation or the Curse client.

If addons include the melder_info.ini inside the addon folder (Many do), you can scan and track addons installed outside of melder.

Hmm yea, the thing is if how does the Curse client react if an addon is removed by deleting the files instead of removing via the Curse client?

Curse client handles it via the addon files themselves for the most part and doesn't freak out when they're managed manually or by something else.

It's honestly pretty good, it just doesn't support installing mods or forum-hosted addons itself.

Ah then I'll see about making Melder work in a compatible way.

And I have no issues with the Curse client it is just an extra program I don't make enough use out of to warrant having it installed
