Make the Outline Closed by Default. #156

I think this is the reason the outline gets bugged when repeatedly reloading the page.

Yeah good idea.

Plus, right now, for some reason having the Outline turn on breaks the layouts, especially if you have tables. Strangely enough, then toggling the Outline off fixes the layout and toggling it back on doesn't re-break the layout.
