Can't uninstall Neon Scrollbar extension #70

Issue Type: Bug

I installed the extension Neon Scrollbar v0.0.6 from the marketplace on VS Code 1.63.2. When I restarted VS Code, I get the popup:

Your Code installation appears to be corrupt. Please reinstall.

I uninstalled the extention, and then uninstalled VS Code and reinstalled. The popup still shows on startup, and the Neon Scrollbar effect is still active. Neon Scrollbar does not show up on my list of installed extensions.

Also, I can't select the extension in the report form because it isn't listed, even after reinstallation.
