ramp scoring options (scoring from on the ramp) #118

need to be able to score from positions on the ramp

Thoughts on this one:

1.) one advantage of scoring from ramp is that we get there sooner and can potentially strategically position the robot to block the other team based on this. 2.) if we are going to score from the ramp, IR is not an option unless we want to do a "drive by" of the baskets to determine the IR position and then go on the ramp to deliver to where we detected during the drive by
