I'm not sure you'll get e-mails with every issue, but probably when I tag someone e.g. @ngotelli I think you'll get an e-mail from this.

I did receive e-mails on all of these through github, and an additional cc when you tagged it. So you should get this e-mail sent to two addresses if I tag it as @emhart. But what is the significance of closing an issue and when should I do that? It looks like anyone in the group can close or re-open an issue.

You usually close issues when whatever task you were working on is completed. So I wouldn't close an issue until it's finished, or I've decided I'm not going to complete the task. There's a good guide here: https://guides.github.com/features/issues/index.html
