Add locale hu-HU #62

This adds the locale hu-HU, holidays for Hungary.

Please review for typos and errors. The decreed holidays for 2015, 2016, 2018, and 2019 require the respective decrees to be verified. Holiday Nagypéntek requires the decree which made it an official holiday since 2017

National Days in the Constitution, Article J: https://www.keh.hu/magyarorszag_alaptorvenye/1515-Magyarorszag_Alaptorvenye&pnr=3 03.15, 08.20 and 10.23.

I'm afraid there is no single decree or statute which orders 01-01, 05-01, 11-01, 12-25 and 12-26, furthermore Easter Monday and Pentecost Monday to be non-working days. This information seems to be interspersed in various decrees controlling labor in various fields. One such reference I found is https://net.jogtar.hu/jogszabaly?docid=a1100199.tv , decree CXCIX of 2011, Article 93, which was also modified by the already linked decree XIII of 2017 to include Good Friday. This article lists the non-working days of government officials.
