[TW-1873] Specify different path to extensions/hooks directory #1886

I would like to be able to specify a different path for the hooks -directory in taskwarrior

I have my data.location on an sdcard, because I use http://maruos.com/#/ as AndroiOS and share my Data files between the Android system and the Debian system.

I can't make the on-modify.timewarrior executable on the sdcard (vfat) and neither create a link to somewhere.

So I would like do define a different path to the hooks-Directory in my Debian home-path

(with maruOS just the sdcard is shared between Android and Debian. In general this works fine, just no hooks, because it can't be made executable)

Personally I need that feature for timetracking, because the "total time spent" field of "task 13 info" does not exit after upgrading to 2.5.1
