Enable GitHub runner for releases

We need a GitHub runner to build our project for releases.

• [ ] Release pipeline runs only if a semver-tag is created (e.g. 0.0.1-test-release)
• [ ] The pipeline needs to mount a HVR installation into /Assets/HurricaneVR/* (privately. The code itself is not allowed to be pulled from a public source)
• [ ] Build project and put it into release package
  • [ ] PCVR
  • [ ] Quest
  • [ ] Pico
• [ ] (optional) can we collect change logs based on commit comments and put it into the release description?
