Optimize dialog system and idle animations #286

Done:

Idle animation logic like Wait, GoToWayPoint, etc.
Dialog system with audio and animations when running into an NPC

Next up:

Dialog:

[ ] Stop idle behaviour when dialog started
[ ] Let NPC start conversation if hero is nearby (If there's an important=1 dialog)
[ ] Optimize UI of dialog to be closer to Hero
[ ] Implement Dialog with sitting animation (Talk to NPC who sits)

Idle animations:

[ ] Spawn all OC NPCs and let them do their daily business
- [ ] No game crash
- [ ] Performance is acceptable (collect data points and add as improvement for another ticket)
[ ] Add more idle animations (like "turn to Hero")
