Update actions for CDC & release on tags #10

PR for changing the actions so that the artifacts will include CDC. Also CI:

[x] Is triggered by a new tag that is named "v.." (ideally check against v[0-9]+.[0-9]+.[0-9]+.)
[x] Builds the artifacts with the version number provided by the tag
[x] Creates a new release with the same version number
[x] Uses the tag message as the release notes
[x] Uploads artifacts to release

Other things to do with the merge of this MR:

[x] Update readme, specifically on how to build/download/run CuteCapture
[x] run a release for 1.4 (maybe the CDC merge is 2.0 even?)
[x] Deprecate CDC repo
[x] Notify 3dscapture.com forum
